For Cape Wind, It’s Full Steam Ahead

CAPE COD, MASS. - Despite the extensive, 39-month study and subsequent approval of the undersea cable linking 130 proposed Nantucket Sound wind power turbines with transmission facilities on the Cape by the Massachusetts’s Energy Facilities Siting Board, the Cape Cod Commission (CCC) voted on Thursday, October 18, to deny Cape Wind’s cable.

            The CCC said it denied the cable because they didn’t have enough time to review the issue and they don’t have enough information. “We respectfully disagree with them on both counts,” said Mark Rodgers, Cape Wind’s communication director. “They’ve been involved with the process for six years. They also have more information about these cables than any state agency has had about any proposed electric cables in the history of the Commonwealth.”

            Although disappointed with the decision, Rodgers said, “I can’t say it was terribly surprising, because it was at the recommendation of their subcommittee.” Rodgers refused to specify his lack of surprise, but reasons can be found in a recently released book, “Cape Wind: Money, Celebrity, Class, Politics, and the Battle for Our Energy Future on Nantucket Sound.”

            Next month the lead Federal permitting agency, the Minerals Management Service (MMS) is issuing an environmental impact statement and Cape Wind hopes to have permits for the project by mid-2008.
According to Rodgers, Cape Wind is moving “full steam ahead,” as it looks at several options for remedy to get the decision overturned, but said, “We’re not at the point where we want to announce what our next step is.”
He does however, point out that the Massachusetts Energy Facilities Siting Board (EFSB) has the authority to overrule the Commission and it did so earlier this year on an unrelated energy case concerning a natural gas pipeline.

In a statement to the media, Cape Wind President Jim Gordon said, “…Cape Wind is committed to ensuring that Massachusetts becomes a global leader in offshore renewable energy while contributing
to a healthier environment and increased energy and economic security…” 
 

           When asked how hopeful they are that the CCC’s decision will be overruled, Rodgers responded, “Fairly confident.”
